Because GM did not make them. Because if GM made them they would be lilable if that truck ever cause damage to somebody GM is a publicly held company they are responsible to shareholders not customers or 10 year old truck owners.
Same reason why there are SO MANY prototypes still on the road today. Many GM (and any other of the big 3 for that matter) built prototypes and even GM owned vehicles get crushed when they are no longer needed. GM has to OWN them.
In the case of PAS, the prototyping vehicles were "off the line" trucks purchased from GM to PAS. This allowed PAS to do the appropriate testing. GM loved this because there was no liability on their part. GM asked to have the vehicles destroyed, but PAS had no legal obligation to destroy company property. If Elvis would rather sift through the Legal Contract between PAS and GM if he thinks I'm blowing smoke up his cornhole, let me know.
So far, the information given by Elvis can be accessed by ANY GM employee with the right clearance.

I'm not too worried about someone on the internet not believing me. The only reason I'm doing this is mainly for my own personal gratification. It's fun to chase after stuff and catch all the errors others made.
