You said you verified the w/g actuator is working, but does it hold a vacuum? Get yourself a hand vacuum pump and see if it holds. If the diaphragm inside has a small pinhole or a tear boost will be all over the place.

Could all the porting of the Turbo be causing Overboost?

No.
You could port the wasegate hole,to control boost better.

Very interesting because, my boost is a flat line and not "all over the place". It just overboosts. I'll have to find a vaccum pump and check it.
