engine wont start please help

i rencently upgraded my turbo, fuel pressure regulator and injectors and now my truck wont start i have spark and the fuel rails are getting fuel and when i spray brake cleaner in the intake the truck wants to turn over any suggestions on where to look next would help

did you unplug your fuel injector harness when you changed your injectors?

Did you check the fuel pressure at the rail? Maybe not enough pressure to fire the injectors?

i am getting fuel to the rails i have narrowed it down to 2 things i believe it is either the injectors themselves or the chip becuase the injectors are not pulsing does anyone know of a shop near norfolk, virginia that can look at my chip and make sure that it is programmed correctly?
