Code 44 comes intermittently

My truck keeps throwing a code 44 intermittenly and it does it pretty persistantly . I put a new o2 sensor in there put new vaccume lines and the vaccume lines are not routed to the hvac thats bypassed for the moment. When i data log I see spikes in all the data like there are voltage spikes possibley . Anyone have any ideas? I have had an ecu fail on me before where it was reading my battery voltage as 19 but it was acutualy 14.5 im wondering if that is happening again.

44 is lean Exhaust Indicated.
44 will be set if BLM is too far below 128 for a certain period of time.

Is anyone able to read a datalog from ALDL DROID? I have a bad feeling about these voltage spikes its screwing all the readings up. 75% of the time it runs ok like there is nothing wrong and then is stumbles and spudders for a minite or two on switches back to normal.

With the key OFF: Remove all three connectors from the ECM.
One wire at a time, grasp it and push/pull gently while feeling and watching the metal terminal from the ECM side of the connector. If the metal terminal has fractured inside the plastic block, there may be an intermittent connection.
