16 seems a bit lean but not too far out under light throttle/cruise driving. Mine usually runs 14 to 15 driving easy. Can't really comment on the pyro. What's it read driving half throttle or more?

If it doesn't feel upto par to you it probably isn't running upto par. (Unless you have a very high expectation for a 280hp truck). SyTy have lot of torque so they often feel impressive at low speeds. Anyways I would get a scan tool and start there.
