I wouldn't rule out cold solder joints either. Gonna have to own a soldering iron, solder sucker/solder wick and the know how to use them though... Repaired the board on my 1994 C1500 daily driver and my coworkers 1996 S10 and that fixed the problem. GM has had a problem with this for years.

This is what the wiper board looked like on my C1500 when I took it out back in April of this year. If you look at the rectangular joints at the top of the board, you can see how they are "cracked" around where the pins for the socket come through the board. This is caused by bad soldering technique. And the effected component(s) will act like they are not even connected to the circuit when it happens... In this case, those are the pins that connect the plug on the wiper motor to the wiring harness. It is
VERY easy to overlook unless you have worked in electronics before and know what to look for.
