Tire Run Out/Circumference Question

I would like to know how close or far that the tire circumference can be off?

I know 100% even is the best. but as we all know not all tires are true to there size.
I want to know how much difference around Dia of tire can I get away with,
without messing up the transfer case or trans or anything else.

If you think the difference may be that far off from advertised (or you're buying used), measure the front and rear circumference and figure out the difference. 3% seems to be the most acceptable.
