Max AC Problem

Having an issue with the HVAC. All positions of the vent selector switch function as they should except MAX AC. When selected air only blows from the defrost vents. Ive been using Normal or Bi-Level but I suspect those positions also draw outside air from the cowl. Can anyone supply a diagram and where I might start looking? Thanks

The first thing I would do is check the A/C control panel Those things are junk and they melt from the inside all of the time.Same thing happend to me in a 2 year old 24k mile S-15 on a trip to FL.
