Basically, the tool grabs the top and bottom of the spring and you turn the knob at the top to compress the spring shorter. Once the spring is short enough, the retainers are then accessible. The shop air blowing into the spark plug hole just keeps the valve spring from falling into the cylinder when the springs/retainers are removed.
GM has the hard plastic seals (little white ones) and also the rubber seals. If I remember correctly, the rubber ones are better, use them on all intake and exhaust valves.
