I just took the Idle air valve out and cleaned it.. for shits and giggles I pluged it back in while it was out and had my cousin turn the key on.. the first time I thought I saw movement but after that I didnt see it do anything is that normal?

Did the pintle move all the way out? If so, you may need to carefully compress it back into the sensor housing (~1/4") before reinstalling it into the TB.
