I didnt get a chance to read this whole thread but i have been in the Custom paint/ Restoration business for a long time now and way to many factors depend on the price
Basically it all boils down to Time+ materials, and how crazy you want to go
You can do a repaint with no jambs, glass in, cheaper clear, but, of course you will get cheaper results, tape lines, lesser solids clear.
You can go crazy when custom painting a car, and taking the time to get not only every ding but WAVE out in a panel is very time consuming, and priming a car 2-3 times ( a gallon +/- ) each time can add up FAST when using high quality stuff. A good high build primer setup can run $400 a gallon for a setup, That doesnt include, taping, masking, sand paper, booth time, ect.
Then you have to factor how much paint you will need, if your doing a Typhoon soup to nuts, jambs, hinges, underside of hood, rad support, Ect, You will need 2 gal of color, and reducer, the more tints in the color the more the price goes up, and again there is a large spectrum of price from budget junk, to high end PPG/ spies/ sikkens/ glasuirt
Then clear setup, again, You can get a $100 cheap setup thats about as clear as piss and has no UV protection and youll be doing it over in a year or two, Or you can get a High solids top of the line setup for 400-500. Yet again you will have to see what panels you are painting, and if you want that dead flat mirror finish, Youll need 4-5 good coats to have enough to Wetsand for the desired look, Factor in another 2 gallons or so of that. And depending on size of spray booth your looking at 2 bake cycles, to run a booth through one bake cycle your easily looking at 75-100 to heat it, Factor 4 bake cycles into the mix ( priming/ Painting) and it really adds up fast.
Rust repair? Fabrication, metal, seam sealer, inner panel coating, doing it the right way again $$$$$$
You also have to look at the shop your considering, Restoration shops generally charge a much higher rate then a regular collision shop thats just looking to push volume and get cars in and out, and restoration skills vary from your average body guy
$9,000 may sound crazy, but that really isnt if your looking for a stunning mirror finish straight job.
