How does the F31M Table work?

I understand that this table can scale fueling by MAT. I just don't understand the table.

The top line in the table is MAT. What is the line below in deg K? How do you make sense of this table in terms of % increase/decrease of fuel?

Hoping someone can shed some light on this before I try the trial-and-error approach.
