Help? Only making 10lbs

Welcome to my nightmare.
I am having some problems that don't make sense to me from what i have learned and i am kind of stuck.

mods: KB a2a, comp cam, rods and valves, AFPR, KB cold air, open downpipe with 3'extension to dump after rear axle, ultimate, Autometer FP and boost gauge, trans cooler, walbro pump.

The truck currently had 93 amoco in it.

for about a week i was only making 10lbs were as i normally make 15lbs.
so i ran DM on it and noticed i was getting 12* of retard.
So i took the truck in for a tune-up. I had plugs replaced with ac delco, conrad cap and rotor, pcv valve's, Set timing to 0, fuel filter, clean injectors, checked wires.

Got the truck back still only hitting 10lbs.
I didn't have the laptop with me and i only had 1/4 of the amoco in, so i decided to fill it up with some 93 chevron(to see if it was bad gas).
So hooked up DM again and i was only seeing about 2-3* of retard, and about 920 on o2 MV.

I dont know if i did the FP correct? I took off the vaccum tube and plugged it, the FPR vaccum nipple was open to atmos.

my Base FP was 50, so i turned the base FP to 52 to see if i could get that 2-3* to go away.
Did another run. now i am getting upwards of 16* of retard, 950 o2 MV.
I dont understand? so i turned it back to a base of 50.
I am still only seeing 10lbs. so i disconnect the wastegate solenoid(just connecting the tube from turbo straight to wastgeate actuator) to see if thats whats limiting my boost.
Did a run and i was only seeing 8lbs.
i know the gauge isn't very accurate but i was still getting less.
What is the stock spring pressure of the wastegate actuator?
I was informed that the solenoid has been replaced once before by limiting boost to 6lbs.
Is the solenoid gone? how do i test it?
Is there anything else wrong?

UPDATE:
Okay i took another run today with the DM.
Disconnect solenoid.
Disconnect wastegate i made sure the wastegate wasn't opening by running the actuator tube to the intake filter whcih should be in vaccum when under boost.
Result: still getting only 10lbs. And absolutely no spark retard.
what is going on? Could the actuator be bad? and still opening up wastegate puck?
I wiggled the turbo wheel, and it moved a little side to side but it did not pull out at all.
I even disconnected intake just incase if it were colapsing and reducing boost?

Prosty: yes still stock solenoid. Vacuum hoses look good and dont feel any cracks.

1) Kill down that FP a bit, you're pretty rich...

2) Check the actual wastegate (golden doohickey next to turbo) and give it a few screws tighter. Take the truck for a spin to see if it makes a difference. If you have it all the way tight and still low boost try replacing it.

This may be a long shot ,but I can't help suggersting this.

I had KR and crazy boost and tried everything and ended up being the EGR. I'm not saying your problem is exactly like mine but you might check it anyway. Mine never coded and taking the line off and pluging it won't tell you anything. You need to try another one to be sure. Maybe borrow one from a friend to try.
