on my truck there are three lines...1 supply 1 return but the third i dont know whats it for and where it goes..any help would be appreciated

It goes to the carbon cannister under the air cleaner.

suppose we wanted to remove the cabon can for umm. well im in texas and we dont have emmisions here. wherewould that line go, or would it just get plugged??

Don't just plug it, it's the primary vent for the fuel tank.
