I could see where they were hold downs for closing off the valley, but odd they'd be there, and that big with no threads in them. But I could also see them being vent tubes, but why vent tubes. That area shouldn't really get a lot of pressure, and if it did, it would just go through the pushrod holes in the head. Maybe another type of oiling?looks like vent tubes for the bottom end, since the lift valley is closed off.

beathers, same concept as the link. the bowties often used these is asa and other circle track cars. usually for dry sump set ups
I like how they smoothed out the valley area helps w drain back and makes sure no loose casting material, the tubes are vents for the cranks and so no oil runs across the cam (windage). also the screens are to trap any mid size parts from falling all the way to the oil pan like bearing in the rocker arms
