Converter

Just had the trans in my Ty modified at a local trans shop with a new converter with a stall speed around 2500 -2600. What I have noticed is that besides the truck being quicker off the line, is that when I am just driving normally and the trans shifts into 3rd, the rpms will drop, then a second or two later drop another 4 - 500 rpm, almost like I have picked up another gear. This is not the truck shifting into 4th gear.
When I took the truck back to the trans shop, the mechanic took me out and test drove it and said it was working fine. He said it was supposed to do that and that it did it before with the stock converter I just did'nt notice it. I only noticed it now because of the higher stall speed.
He showed me proof that all was well by letting the trans shift into 3rd, let the rpms drop once after the shift and then drop the 2nd time. Then he just touched the brake and the rpms came back up to the original rpm level when the trans first shifted into 3rd. He said it was the converter clutch doing it's job.
Now I don't profess to be a expert with autos so I am asking for some input on this issue from you guys on the list. Is what I am experiencing normal or is he blowing smoke up my ass?

that is the TC lock up.

1800 and 2500 are my 2 basic builds and you can go higher if you want some really special stuff.
