Boost regulator Question?

Question for anyone running a Manual Boost Regulator.

Scenario, If you had a manual boost regulator/valve and you set it to 0 (no boost) would the acuator spring overide your boost setting and give you base boost that the spring is rated at?
If the rod was too tight would it also cause this problem?

My Turbonetics manual boost regulator doesn't seem to be holding jack, no matter the configuration or setting.

I tested the regulator and it seems to be functioning correctly.

It's running in series after the selonoid, could that be the problem?

Thanks Divergent Lightning, Just eliminated from the equation and lengthened actuator rod while I was at it.

I don't have the diagram and I think I may have it hooked it up wrong...

Currently, I have the turbo vacuum (no selonoid), actuator and regulator in series and using the regulator output as a bleeder to the atmosphere. I read up on this settup off the net and it doesn't seem to be working...

My guess is to disconnect the selonoid, route turbo vacuum to the input of the regulator and route the output of the regulator to the actuator (like a normal bleeder valve) but this may be incorrect as well because I don't see how it would bleed in this configuration F%$#.

Anyone have a diagram of a Turbonetics or HKS regulator?
